Supervisors agree to withdraw from workforce development consortium

The Montgomery County Board of Supervisors has agreed to withdraw from the articles of agreement forming the workforce development chief elected official consortium for the workforce innovation and opportunity act of 2014.
Supervisor Charla Schmid said Montgomery County was in a shared consortium including Adair, Adams, Union, Taylor, Clarke, Ringgold, and Decatur counties, and there had been many changes involving money coming down from the federal to state level, and state to local level.
“Each local workforce development had to make a decision on whether they were going to stay viable or not, because they’re just not serving the people. A representative from workforce development, in our local workforce development region, we only served 14 people,” Schmid explained. “I asked if there was a breakdown for Montgomery County, and she did not have that information. She did have the 2022 numbers for the region, and we only served 13 people in 2022.”
Schmid says the county is facing an issue as there is funding coming in from the state, but it’s not being used .
“The money they’re giving us is not being spent on serving people. When that happens, the local workforce development group has to refund that at the end of the fiscal year,” Schmid said.
At a recent meeting, Schmid, representing Montgomery County, as well as a representative from Adair, Adams, Union, Taylor, Clarke, Ringgold, and Decatur counties all were in agreement to dissolve the existing 28-E agreement and refuse federal funding.
“If we’re not serving people in the county through the organization, if we do not dissolve the agreement, the funding will need to be repaid, and at this point, it was felt by the group that there wasn’t enough money available to repay that funding,” explained Schmid.
The resolution before the supervisors allowed for the dissolution of the agreement. The dissolution would begin July 1. On July 1, the state would then take over the workforce development office at the local Montgomery County level.
